Just a few further clarifications since it might be ambiguous. ICly, the city defenses and diplomatic missions are happening at close to the same time. So a character normally cannot plausibly participate in multiple, unless they have some means of near instanteous travel. Magical flight won't be able to do it, teleportation or dreamwalking can, but the latter forms are intrinsically more dangerous.
I don't mind OOCly if someone runs a different character at different defense scenes, there's no ooc limit or participation cap there. Just I also do not want rosters picked up for the sole reason to sacrifice them or write them out. The initial battle scenes will probably have character loss (though defending the regional capitals is vastly more 'safe' than defending smaller domains), but I want that just as a consequence rather than an intent.
After the regional defense scenes and the diplomatic scenes complete, I'll be GMing the final battle of Arx, which will probably happen over multiple days and have different stages in different parts of the city as different scenes. For that, it really depends on how it goes whether the same character can be in different fight scenes sequentially, mostly whether travel through parts of the city that have fallen is plausible.
