Actions and Previous RFR restrictions

Since we're moving anything narrative from RFRs to actions, I'll note that previous 'we're no longer accepting domain/material/etc' type restrictions will not apply to actions. I'm fine with taking actions around domains, or trying to mess with materials, or largely anything a PC wants to do, because of actions being more inherently limited, but there are a few restrictions:
1. I want any action to be narratively significant. That it has some kind of story to tell. Anything that could really have the story heft of a yes or no response from a GM should not be in there.
2. Everything should be tied to a plot, secret, or goal. There's considerable overlap in these, and ideally everything would have a plot where we can track current story progress in the beats, and know what to work of. A +plot is required for anything building on mysteries or secrets, as we need to know exactly what a PC is referring to in them and what they've done before and what has happened in their journey trying to develop this, and it's just too important for roster characters in particular to have an ongoing record of their attempts to build upon their secrets.
3. I'll probably start putting up crises this weekend, and the intent right now is for there to -always- be multiple crises up at any given time, so orgs must choose in what they respond to or not. It won't be possible for one org to focus on multiple things, which I also hope makes smaller orgs more relevant, in that it would be a way of people to address multiple issues through help from other groups they normally might not interact with.
