Cal Event GMs

So when creating @cal events, someone running a PRP can flag themselves as GM, and as a reward incentive for running a PRP the GM is able to have the @rs code run on them for bonus xp. That toggle should just be used when running PRPs- which should have a plot associated with it (using the plot commands) and a +prprequest giving a writeup to staff of what specifically someone wants to run. Make sure the GM flag isn't used except when associated with that.
