Yet More Prestige Tweaks

Yet more prestige changes:
* After a number of players expressed concerns about the percentage values, I've changed the 'notable <character>' value to show a rough percentage compared to the 'average citizen' (the median prestige value); I may just replace that with prose later, when I come up with a good set of prose for it, but for now it should not feel like people are completely irrelevant.
* I've also adjusted how the tier calculations happen, to hopefully spread titles further down the list.
* Tier calculations on all of the 'notable' lists are now pulled from prestige, so your prestige tier title will be consistent on all lists.
I am reluctant to do any further tuning or tweaking. I recognize a lot of people have opinions on how they'd like this to work, but I think I've been spending too much time trying to find a happy medium for everyone, and it's just leading to churn on the system at this point. (And I really do want to get back to other things eventually, like the exploration and magic systems!)
In other words, I think we're going to sit with these for a couple of weeks without any further changes to the formulas, and see how things shake out. :)
