More Prestige Tweaks

A few more prestige changes:
* I've changed the 'tier' values to be percentages of an average of the top few on a given list. So what 'celebrated' is will change based on who the best-known people on that list currently are. This should make it scale better and feel a little more organic!
* I've added a 'notable <person>' command, which will give you a quick bit of information on the person in question, even if they're not on one of the top-20 lists. It will tell you roughly how notable you are in comparison to the most-notable citizens.
* I've added a 'notable/infamous' list as well, which will list anyone with /negative/ prestige. (Right now that isn't anyone, but that could change someday!)
There will still be future changes forthcoming, mostly to being able to do 'results' of events (for Champion duels, athletic tournaments, and such). But hopefully this makes it a little more interesting to people.
