New IC Time Command

So there's a new mode for the 'time' command: you can enter 'time YYYY/mm/dd' to get what IC time an RL date was (or enter a date in the future to see when it probably will be, IC time-wise).
For older dates, it will unfortunately not be 100% accurate, but it will take a stab at calculating it; the old gametime system didn't have enough information saved to make that calculation work reliably, and the further back you go, the less likely it is to be completely right. It should, however, be accurate for any dates since I rewrote the gametime system (i.e., when the weather system was added).
I may write something that tries to reconstruct enough data to be accurate on past calculations based on journal entries, but that would take a while because journals save text, not timestamps (and would still not be 100% accurate).
In the meantime, hopefully it's at least useful going /forward/, if not always backwards!
