Favor command and social combat

So the favor command is designed to give power to heads of organization, to show whether someone is favored or not by that organization, think of being in favor or out of favor at court, and how that reflects on how NPCs view someone by knowing they are in good standing or on the bad list by the leaders of noble houses or powerful institutions. The cost is a couple hundred social resources, modified by the target's affection and respect with the org showing favor or disfavor to them, and this will give a percentage of the org's prestige to the target as a positive if they are favored, negative if out of favor. This is intended as an IC way for leaders to show their societal pull based on their org, with a very high prestige org (such as the Whisper house) or the Faith having large pull if they declare someone is on the outs with them. The number of favor/out of favor targets are equal to the org's social mod, so a noble house with a social mod of 3 could have up to 3 favored and 3 disfavored at once.
