Roster suggestions

Need to cut down on these since they take too much time. I don't want roster suggestions unless there are no more than 2 currently available roster characters for one of their orgs, to demonstrate a compelling missing character niche, or staff specifically asks for it.
This only for suggested characters for the roster, not for OCs that someone is creating to play themselves.
