How to use petitions

So petitions were created as essentially an IC way to send messengers to organizations as a whole about any kind of issue that needs resolution, or needing help with any kind of task. It is to serve two purposes.
Firstly, to help leaders delegate and avoid burnout by not being overwhelmed by scenes of not knowing what someone wants in advance when it could have easily been taken care of someone else.
Secondly, so someone that does need something from an org doesn't send a few messengers and have their need go unanswered for 4 months as 6 different people all thought someone else was taking care of it and bounce it around with the equivalent of phone tag endlessly until the original person gives up.
This could be used for a ton of different cases. Petitioning the faith to have a priest to oversee a noble marriage. Petitioning the faith to grant a divorce because your spouse tried to have you killed. Petitioning the Whisper for a tutor in diplomacy, or to run a propaganda campaign, or to show up at a gala for you and to say words so everyone ignores everything you say that's regrettable. Petitioning the Inquisition about evidence that went missing, or to talk about a crime that was solved two years ago that they really don't need another scene about. Petitioning a family about joining it, or marriage contracts, or whether to call a truce, or trade agreements, or that you are considering going to war with them over a trivial slight that really should have been handled by a champion. The possibilities are endless, and sometimes depressing, but it should help a great deal.
