Lord Harald Grimhall has passed stricter laws in Grimhall lands regarding free serfs, in anticipation for the abolition of Thralldom. Vagabondry is illegal for able bodied peasants, effectively restricting the movements of poor, newly released thralls, and granting local lords much power over their serfs compared to most of the Compact. The laws are extremely popular in Grimhall lands among the nobility, even if the move is seen with distaste by the Compact as a whole outside of the Mourning Isles.
