Countess Mia Riven reaches out to those Abandoned in her lands, to invite them to take vacant lands within her holding and bend the knee, joining the Compact as useful citizens instead of raiding the Compact for antagonistic reasons that are likely to get them killed. She emphasizes the current troubles in the Gray Forest, offering an alternative - and the abandoned she reaches out to are receptive. Thesarin helps her, sending the message that Riven is home to many former tribes of the Forests, many peoples with differing cultures and experiences. But it is home now, and that's no small thing.
Dame Irisa helps too, not just with guarding but also sharing her story. How she had once been an addict and someone of low position. But that she had worked hard and trained and become not just more than who she was, but that Riven had given her the chance to become a Knight and a person she could be proud of. Lady Delilah helps too, diplomatically offering an alternative to potentially being sacrificed to the predations and insanity of the so-called Horned God. Along with Princess Denica, they reach out to as many tribes as possible and the tribes respond.
It is a very Riven thing they do, using diplomacy and not war. But it is successful. These people are tired and ready for peace. They're ready to bend the knee and they do so en masse, building Riven as they save themselves from the predations of the forest.
