Action by Orrin(RIP)

Orrin has run aground on Thrax objections that abolishing thralldom will lay waste to economies and release dangerous criminals into society. Given that Seliki history is all about welcoming those who've escaped that institution, Orrin will be directing his county to increase infrastructure specifically to have readiness to absorb large numbers of released thralls - increasing the credibility of his offer to do so, and reduce the negative impacts for the Compact as a whole. That infrastructure will include housing, basic farm provisions, new barracks for those who wish to soldier, and an offer of training in specialized Pearlspire occupations (particularly approaching his pearl divers and artisans to ask them to expand apprenticeships for those who are keen to learn). It will also include education in the basic laws of the land (how many criminals are driven by a lack of knowledge of the law, or by desperation?) and a commitment of some military resources (guard) to handle instances of actual criminality, which he believes to be vastly oversold. He's going to do some heavy PR among his people as well: let them know that it's belt-tightening season, in the service of a goal he knows literally every citizen of Pearlspire wants.

Perhaps he can make a functional example for other good houses, (if each and sway Thrax sentiment in favor of abolition, in time to avoid a terrible choice. He'll also approach representatives of Thrax houses to make the offer to absorb their thralls if they abolish the practice, at such a tempo that his infrastructure matches the offers (IC on the grid I'm already working on this, but also NPC houses), and representatives of other houses (also doing this on the grid, but NPC houses) to arrange diplomatic agreements that would make the same infrastructure improvements and offers palatable for them, especially those houses where journals indicate open disdain for slavery or favorable economic positions (ability to execute). By his reckoning, if every non-Thrax house larger than a barony were to build infrastructure the entirety of the advertised million thralls could be absorbed an the neighborhood of 10,000 new citizens per house, most of them probably happy to be literally anywhere other than the isles. But his first priority is to ready his own house so that it can be a successful example to the rest.


Action by Maru(RIP)

Maru is proud of his nephew's undertaking, as it is keeping with the very core of the family's character and mission. He will spend time traveling around the county aiding in the PR effort by talking things up in inns and taverns, like he's known to do. He will invest some of his savings into the effort, as well.


Action by Rey

Rey will bring the Mercies' experience to bear on the preparedness, establishing new healing houses to accommodate increased population that may not have been well cared for and may have emotional scars from thralldom. Also, she stand ready to connect new citizens to training in healing arts if they are so inclined - that helps them, Pearlspire, and the Mercies.


Result

reparations go surprisingly well, and most of the citizens of Pearlspire approve very strongly of the effort. It was expected that because of the background of House Seliki they'd be in favor to be sure, but it is fervently so- there's no shortage of volunteers, and there's strong approval of Orrin, Maru and Rey making these preparations which they see as prudent and would be wise for most of the Compact. The infrastructure of Pearlspire is significantly improved, and even though the preparations are done for the future thralls who will likely be released, there's a wave of refugees coming from the Isles now that seek out Pearlspire as they hear about the improvements, and the implied welcoming there- the violence in the Isles is worsening, with quite possibly more battles coming between House Crackneck and Warwynd and other houses.
