The timing of all of these small flare ups of conflict and the arrival of the foreigners is definitely not accidental. I would not be surprised to find the agents of one of those parties or another, or spies devoted to them hiding in the peerage - at the source of these conflicts or conflating them into greater problems than they really should be.
