The trying times we live in have highlighted cracks in our judicial system, allowing various misdeeds wrongdoings to slip through unnoticed. The Ministry of Loyalty and His Eminence are in agreement a reform is necessary to better serve the Silent Watcher's justice, and ensure order for the people of our stalwart city during the duress the Bringers of Silence have levied upon us.

Therefore, the Crown Court will be formed and placed under the Ministry of Loyalty. It has the Crown's authority to arbitrate on criminal activities committed on the Crown's land. This includes the Central Ward, the Crown Ward, the Upper and Lower Boroughs, Arx's harbor and its holdings in the immediate vicinity of Arx. It has also been given the authority to arbitrate on civil complaints at its Chief Magistrate's discretion, which may be filed by any peer or common lawyer. Accepted complaints will be served by a designated representative of the Court.

The Court may, at the Crown's behest or a High Lord's request, arbitrate on crimes committed cross-fealty, forming a tribunal with representatives from the affected parties. Criminal charges may be filed by any officer of the Iron Guard or Inquisitor of the Inquisition. The Iron Guard retains the authority to punish minor offenses at its own behest, and the Inquisition retains its traditional authority.

The Ministry of Loyalty has selected Lady Octavia Kennex to act as the Court's Chief Magistrate, to oversee and guide the system throughout its formation. Peers or commoners who wish to serve the Court as clerks or magistrates may apply in writing to the Chief Magistrate and the Minister of Loyalty.

A judiciary building will be constructed on the Inquest once the besieging forces have been repelled. Until such a time, Magistrates may hold court in an appropriate setting of their choice. Trials shall occur on Judgement Green or in the Assembly of Peers, depending on weather.
